It is possible.

Could you explain your business requirement? Also provide an example.
In your post you are wanting to create two sales orders for the same goods. Does that mean that a material is being sold twice?

It could be that the "selling" of material is only once (because billing in done once), as you have mentioned. Furthermore, your requirement of orders having status = open or partial, these could be taken from one sales document to another.

In standard settings contract could be near to your requirement.
You could see items from a sales document (Inquiry or contract) being copies to another sales document (sales order or release order).
To get an idea please see copy control VTAA (IN <-- OR) and field "Completion rule" at item category level in VOV7, for the above mentioned sales document types.

On a general note, see not only possibilities in SAP SD but also see if configurations are making the work-load of staff less, the business process "simplier" and "sensible".
