Keep in mind the other differences between the order types may have nothing at all to do with item category selections! There could be so many obscure differences that we shouldn't speculate here.

As Dave has indicated these sales document types (YO6P and YO6Q) are not standard sales document types.

On the other hand, to answer your question from the information you have provided; probably the reason for 2 different 3rd Party sales document types is based on your business processes -
Case 1 - Material that your company ALWAYS uses external vendor e.g. M1
Case 2 - Material that normally is produced and delivered by your company (i.e. without the use of external vendor) e.g. M2

User creates sales order for M2 with order type YO6P. Here the item category by default is TAN, but this can be changed to TAS in the case that 3rd Party is used, or else it stays TAN if company delivers goods themselves.

User creates sales order for M1 with order type YO6Q. This material can ONLY be delivered by the use of 3rd Party, thus item category can NOT be changed from default TAS. In MMR for M1 item category group could be BANS.
Where as item category group for M2 could be NORM.

Please inform about the business processes and comment on my estimation.
