This is possible. See the pop up message which you are receiving is from the material master loading group & transportation group under the sales: general/plant tab where you have specified your shipping point determining factors i.e. shipping conditions (under customer master & material master shipping header), loading group and delivering plant.
Now the shipping type can be simply changed by the transportation group under the routes being defined in your business process.

You can use user exit MV45AFZZ.
Ask your ABAPer to add checking codes before saving sales document.
The code should content
checking total weight of items RV45A-BTGEW (it mean for 1 sales document right?) then check the shipping type (VBKD-VSART).
If the shipping type is not match, raise pop-up window to raise error message.
Else, proceed to save document
