You can always add additional checks in the VOFM routine to narrow down the selection to only the line items that should be checked.

Ok, I have spent some time looking into the suggestions of using CEPOK or PRSOK in a formula and/or incompletion procedure. This will not work for me because the incompletion procedure must be assigned at the item level to the item category. The six materials that are relevant for this issue are not assigned to unique item categories and that cannot be changed for a variety of reasons. I feel that I must still utilize some development/ABAP work in either a user exit or a pricing requirement to provide my desired controls. But I have learned a lot investigating your suggestions, thank you everyone.
