I suggest to use standard condition types.
Condition Type KP01 is the condition for surcharge when a packaging is not complete.

One thought: a surcharge condition, with a condition base formula (to calculate qty mod packsize, and deactivate if zero) and a condition value formula (to spread the condition over the entire qty or only on the split pack, as desired).
