The amount/percent field does not mean that either can be entered. It means that this field (the unit value, which may have a percentage or a dollar amount, depending on the calculation type) can be changed during order entry. The plus/minus field refers to the condition value entered on the condition record. It does not affect a manually entered value on the order. If you enter a positive % which uses a positive $ amount as the basis then the extended value in the condition value field on the order will be positive.
