Yes the system will check credit at delivery creation Pick / Pack and PGI.
The check at PGI is a little harder to trigger as something needs to change
to cause the system to perform a credit check. If there is a delay between
Pick / Pack and PGI and there are no events to trigger a credit check
(Credit master re-org being the main one) It is highly unlikely to have the
credit check triggered at PGI. The most common place aside from delivery
creation is the pick / Pack process due to under or over picking.

You can configure the credit check at delivery and pgi level also by using credit group. In the combination of credit control area risk category and delivery/ pgi.
