Maybe rephrasing my question would make it clearer.
IMG>Enterprise structure>Assignment>Sales and Distribution>Assign sales office to sales area - Is present in SAP.
Why is the below not available or present in SAP -
IMG>Enterprise structure>Assignment>Sales and Distribution>Assign sales office to sales organization?
Instead of the above assignment. (i.e. sales office to sales area)

As you may be aware SALES AREA is the logical combination of sales Org, distribution channel &
division.
So, we see that, SALES ORG is indeed a part of SALES AREA. ( with additional functionalities of d.channel & division)
