For these type of tickets, first go to button Analysis, in Tab Conditions, item level of the sales order. There you can see exactly why the condition record (value) is missing for that condition type e.g. Condition record missing, or Requirement not fulfilled etc.
Based on this analysis you / the business users can take necessary actions. You could also paste the analysis here and we might be able to guide you.
On a general note you can encourage the users (or the Key users) to click on analysis, this is available for many functionalities like pricing, account determination, text, output.
