To consider PO is needed to shorten the time. We are CGP business and have a fast turnover. Not using POs would not allow us to create a delivery ahead of GR. I dont want to PGI more stock than I have on hand but SAP is not allowing me this either. Only if quantity of all deliveries is EQ or less than real stock I am able to PGI.

I think you should remove the PO-check from the ATP-scope for deliveries. SAP wasn't designed to deal with negative ATP-quantities, and there is no config setting to allow PGI of deliveries that were confirmed against a negative stock situation. Allowing it would jeopardize data integrity.
