As to where you would see the message, it would be dependent on your personal GUI settings - either in the status line or in a popup window - just like any other informational message.

As to when, the message is issued in many (but not all) transactions that allow you to manually add an output to the list of outputs for a document. For your example of a delivery output, I just tried on my system in VL02N, and I did in fact see the message when I added a WMTA output manually. The message is VN 805.
