By "clearing it" do you mean creation of an accounting document?
If there are NO values ($) in Tab condition in the billing document, then no accounting document shall be created, as there is nothing (no value) to be posted to any accounts.
Are there any values ($) in Tab condition of the billing doc.?
Having said the above, do you get any error while trying to release this billing document in VFX3? If yes then what is it?
If I am misunderstanding the question, kindly give some more information.
