I guess , I am not sure ... is that user can not configure item usage , but can customize item usage . That is why it has been give in vd 51 for users . The preconfigured item usage comes by sap developer and so you dont have any option to configure your own item usage , but to create item usage ...that's why I thought NB's mail would have de-mystified . There is one post on sdn in this regard ...I am not well versed with nuances of sd config else I would have confirmed this . So primafacie the usage of item usage is CM info record ....unless we discover. A better analysis can be done by focusing on database model ... ask in which table the item usage appears first ... see values or various item usage that come from sap in se16 . Then in IMG use search function to see what IMG activities are hitting you table. I thought about this problem and came to conclusion that solution lies not in program but the data model( i.e. table to be simplistic ) . So my suggestion to you is that whenever you do create a data entity in IMG or master data ...ask this question ...in which table has my data entity gone ? And confirm it using se16 .
