The invoice/billing is possible only with Inter company STO process.
Intra company stock transfer without billing is in MM not with SD. The
invoice/billing is possible only with Inter company STO process.
There are five different types of STO please find the link sap help link

In your scenario, you need to configure in MM Pricing schema scenario for
stock transfer orders.
Consult with your MM consultant.
I wonder when there is standard process of STO is available,why your client
is refusing to do so? Is it not always good to use the standard process
rather than reinventing a wheel?
