I just want to add one comment :

there should be no question that in business software dealing with
selling of products a "ship-to" partner is a "required" partner.

SAP will never change this. Such changes would have dramatic impacts :
WE is the german abbreviation for ship-to (german: Waren Empf?nger).
Information about SAP mandatory partner functions like sold-to, ship-to are
in EACH system stored in database tables like VBPA under the german
abbreviation (AG for sold-to (german Auftrag Geber), WE for ship-to etc.).
This allows SAP to use then some hardcoded coding like the one Dave was mentioning
... surely that may "look" strange when you see it first time, but when you understand
the "storage logic" you may understand this kind of coding ...

Even other key information in SAP systems are stored with german
abbreviation IDs which allows SAP to use some "hardcoded" programming whereever
it's appropriate to control some system logic.

When I am trying to enter two ship to parties for a sold-to party, I am getting this error:

Partner function SH already exists (only defined once)
Message no. F2188

Please advise why I am unable to add ONLY a ship-to party more than once, but I am able to add payer and bill-to party more than once.

I have also defined customer hierarchy. Could it be a reason?
