Yes item category (e.g. TAN, BVN) determines if the billing is order-related or delivery-related or not relevant for billing or....

Go to VOV7, in TAN check what is the value of field "Billing relevance". Do the same for BVN, TAS and KLN. Compare the values given in all these item categories.

E.g. TAN, in VOV7 field "billing relevance" is A Delivery related billing.
Thereafter system goes to VOV8, the sales document type, to field "Delivery related billing type" to pick the billing type.

In VOV8 you can see two fields - Dlv-rel and Order-rel billing.

So first dependent upon item category, billing relevance value, system then chooses either Dlv-rel billing type or Order-rel billing type from the sales document type in VOV8

Having said the above, for the proper functioning of the above, relevant copy control should also be done.

FYI - User cannot change the billing relevance in the sales order.
