SAP normally loads all of the hierarchy nodes from the partner tab VBPA into KOMK. If the flag is not set, then that hierarchy node is skipped and not loaded into KOMK. It provides a performance improvement. It may also raise an error if you try to create condition records for that node - but, I have never checked to find out.
