Please configure on OB28 is the transaction code to change error message
into warning message.

I'm no expert as I'm just a ordinary end-user. But just a thought. If 'Order Reason' is required for all Orders creation, will setting this field as Mandatory helps? In that way, the user are not allowed to proceed without fulfilling that field.
