In our client, even for an RO and CS, we do PGI and only then the goods leave the warehouse. Our FI team is very strict regarding certain procedures. I am sure some of the experts here can add a perspective to this topic.

I have done some tests, in VA01, delivering plant, shipping point, route populate automatically. Office1 staff can also give Storage location in the rush order.
Also picking is done with transfer order, in the standard process. But we are thinking of NOT having transfer order for rush order (or express delivery). Also the delivery date & time populate from shipping point and route information.
Please explain why is creation of delivery a MUST?
In general rush order (or cash sale) process, the goods are taken by customer and then lateron the picking and PGI are done in the system. In other words, in standard RO (CS) process goods leave the warehouse without doing PGI. Therefore I do not understand the unforeseen complications?
What I am thinking could be complication in - maybe - Availability of stock, if delivery is not created.
