You may also want to check the requirement class (where ATP can be turned off) or, if the replenishment lead time is turned on in OVZ9, then make sure you have some value in the one of the lead time fields, e.g. total replenishment lead time or in-house production time. Otherwise, SAP will confirm everything on the requested date.

Check what is the inventory stock in that plant and storage location. Say it is 80EA.

Then create a sales order of 100EA, do you get any popup connected to availability check?
(not 70EA + 30EA, as you have done)

Also check the schedule line category, with setting in schedule line category VOV6, availability check can be switched OFF.

What availability check do you have in MRP3 of that MMR?
