I think you would have to go with writing a code in a Userexit.
Just before saving a sales order, system shall check -
- if the CMR is of a particular customer(s), then assign delivery block to the sales order.
- if the CMR is NOT of a particular customer(s), then save the sales order without any delivery block.
Discuss this with your ABAP colleague.
