The TAS got triggered later. Maybe, some problem with system or server.

In VOV4, what are the settings?
Press F4 in the sales order, in item category and see what are the options (maybe TAS is manually available, & TAK has been maintained to be populated automatically).

Try with the below settings in VOV4, and test by creating sales order.
OR, NORM, _ , _, TAS
