You may want to consider using EXIT_SAPVSTRM_NO_ATPCHK_001(project SDTRM001) which is intended to allow rescheduling without an ATP check

Not quite sure why judicious use of replenishment lead time, order priority,
and suitable back order rescheduling runs couldn't do this all for you, and
whether you use SAP WM or external systems surely there is still and issue
with when to pass the order to the external system (unless they have a
regularly synced stock picture externally and literally do all the
scheduling.)
Still it's interesting to see how other businesses operate so thanks for
responding, and sorry that I only just got to read your reply but have been
