This is normal you need create a copy of the customer sold to via XD01
referencing the original and bear in mind if ship to's are different (not
the same as sold to) then they need copied as well! as Mr Allok stated
simple is better when it comes to organizational structure.

Please check whether customer has created in specific sale area where you
have creating Sales order. If not please extent the same and try once.
