Your access sequence contains fields from the available field catalogue - if
all you are asking is how to maintain one then you the best help is at
help.sap.com and I would recommend that you do not create one until you are
more comfortable with things.

Do you even know what fields you want in the access and what is wrong with
any existing accesses? (you can also extend the field catalogue to include
customer specific fields but this requires ABAP knowledge)

Do you perhaps have a more specific question?

Here is my problem. I am very green as of how to set up a new Condition Type and its related parameters specifically Access Sequence.

The business wants to be able to control total amount of a sales order (or if not possible, for given line item). I understand that I can copy from EDI2 condition type and create my own condition type which I named ZCEV (Customer Expected Vaue). I also assigned this new condition type to a pricing procedure and updated the Incompletion Procedure. But I am stuck with the Access Sequence in which I have now training on it and have no idea of how this works. I surfed on the net to get some example of how I can create the access sequence, but until then I am empty-handed.

Could someone guide me on some sort of online training or better, suggest me from where I should start and what I need to know? I would like to compage the customer expected value with field KOMP-NETWR... But how?

Your suggestion will be very helpfull!
