I have tested this issue and also managed to get the exact same error message.

Before "inserting" a partner function (e.g. SP, SH etc.) in to a partner procedure, user would have to create it. If a partner function is NOT yet created (e.g. ZZ) and user wants to include / insert it in a partner procedure then this error is shown.

Go to IMG>Sales and Distr. > Basic Funct.>Partner Determination>Set up partner determination for Customer Master >Partner Fucntion

Check if someone has deleted SP, SH etc. if yes, then create the partner functions; after that include them in your partner procedure.
