No - if an order fails credit check and is then released through VKM1 you should see the Sales Value increase by this amount. Once the order is billed then you should see the Sales Value decrease and the Receivables balance increase.

I tested your issue. Only after a billing document is generated, the field "Credit exposure" & "Receivables" in FD32, were populated with values. Please test this.
