Seeing the requirement in its current stage would make me (as a customer) by "minimum" amount until I shall get the maximum discount.
E.g.
Sales order #1 to #200 could have 1EA per order.
And sales order #201 and onwards might have large quantities.
How would the company counter this strategy?
From another angle, please give more details about the requirement.
