I did the below tests -
In VL02N, header level, Tab Administration in field "Delivery Block" (LIKP-LIFSK) I put a block. But I could go ahead and do picking, PGI and even create a billing document.
Could you please test this and convey if the subsequent activities are indeed blocked?

header details, administration tab - there is a field 'delivery block' (LIKP-LIFSK) in which you can select a 'configured value xx' and block the delivery from subsequent activity. |
