When you say "block a delivery", do you mean that you want to block the creation of a billing document?
In case of delivery without ref. to sales order in standard SAP, you can try by putting billing block at two levels -
1. In VOV8, for sales doc type DL, field "Billing block"
or 2. In VOV7, for item category DLN, field "Billing block"
Test with delivery type LO, delivery item category DLN.
If your query is about something else, please explain with an example.

I want to make a delivery without ref to sales order. But I want to block it after saving it. How to do that?
Can I assign a block at schedule line category level? Will that block the delivery? Will this be an item block if this is possible?!
