Another part of the solution will be that you'll also need to include the field VBAP-CEPOK in the incompletion procedure at the line item level to catch the field value change in the pricing formula.

Look at the pricing formula routines used for customer expected price (FV64A008 & FV64A009), which give an example of a check of a maximum discount allowed. These routines calculate the discount between the SAP price & the customer's expected price, but a similar check could be done based on who the user was.
