[sap-log-sd] Tax ID E1 Cannot be Checked while Creating Condition Type ZVAT

While creating condition record for Condition Type ZVAT for vat..

System gives error : Tax ID E1 cannot be checked (there are several/no tax records)

I would like to know what is meaning of this error? What setting has to done to solve this error?
