You mention "and the lead times in the material master are 0 days" which tab and field name, in the MMR are you referring to?
From F1, in OVZ9, field "Check without RLT", the below -
"Dependencies
If you want the system to check the replenishment lead time, you should make sure that you have entered a value in at least one of the following three fields in the material master:
GR (goods receipt) processing time (Purchasing view)
Planned delivery time (MRP I view)
GR processing time (MRP II view)
Otherwise, the system confirms every requirement."
The above 3 fields are in connection with "Check without RLT
