After doing some tests, I have replicated settings to get the same message as you have got - 'Manual condition over condition records'
Go to V/08, in your pricing procedure, check for condition type PR00 is field "manual" activated. Make that field BLANK and then test by creating a new sales order.

VK13 condition record is prefect, i checked again as per your adivse.
In item category VOV7, the "Pricing" has been selected as - X
