If your company wants to still go with this block functionality but for some particular customers (depending upon their financial stability) user wants to go ahead with creation of delivery, in case of negative margins; could the user manually remove the delivery block from the sales order in VA02, for select sales orders.
It could also be set as to who have the authority to remove the delivery blocks, to have more control.
By this way, no new development etc. is needed.
