Hi TW,
The only business cases in which I have seen sales order blocks is when existing customer numbers are phased out (e.g. the business is moving from a direct-to-store delivery model to a central-warehouse model) and in that process customer numbers change. I have also seen them used for new customers that were set up but still required address and bank details to be validated.
