Hi Amol,

I have just tested this.

Go to the partner procedure that is assigned to your delivery type. In that procedure, mark SH To as mandatory.
Then test by creating sales order, delivery.

IMG>Sales and D>Basic Functions>Paterner Determination>Setup Partner determination for delivery
