An Account Group determines a customer from a holistic perspective: It's a 'Complete Customer', it's just a shipping address, it's just a place where we send invoices... You can customized which fields are mandatory, screen layouts, and default functions (roles) a customer can play based on the Account Group used to create a customer. On the other hand a Partner function, as it's name indicates, determine which 'roles' an entity (customer in this case) can play. You can define which Partner functions an account group will perform: e.g. a Sold-To Customer (0001) can play te roles of sold-to, ship-to, payer, bill-to. Basically Account Groups is used for configuration of the customer, and partner functions to describe the role played in different roles. For example, you can assign to a customer XXXX another customer as payer (YYYY). You do this with the support of partner functions. Hope it helps.
