Are you saying that Sales area (JPN/DR/TA) was not created in the system? & when it was created the issue was solved.
1. I can understand the message you posted "Sold To not maintained for Sales Area". As sales area is not created, Sold to can not be maintained for it.
2. But, by filling in VA01, a sales area (JPN/DR/TA) that is not yet created (& is not in TVTA); system gives me error - Sales area JPN DR TA does not exist.
3. Maybe what happened was user went in to VA01, just entered the Sales doc type without giving sales area
after giving SP, a popup with all sal.....NO......popup cannot have not yet created sales area!
What I am thinking is -in the system, First step 2 works, if Ok; then step 1; I am concluding that step 2 was NOT OK, so how did user go to step 1 and get that error!
If I am missing something, please convey.

Debug of order showed JPN/DR/TA was a missing entry in TVTA table.
Missing in config - Enterprise Structure>Assignments>Sales And Distribution>Set up Sales Area
