Sap Sale Module: RE:[sap-log-sd] Delivery note not billing relevant

Using VBUP, I changed billing relevance to "C" in IBS (Intercompany billing) but report RVV05IVB does not exist. I tried to create billing using VF01, and it says:
No billing documents were generated. See log

I have a single delivery with 2 material line items. Both appears to be billing relevant but only one material is invoiced. How can I check billing relevance of both items and how can I correct the delivery so the other line will be billed?
