I think its not possible to do PGI in thirdparty, may be depends upon
industry specific you can, So try it once reply me if you and which sector are you working and what is your organization business scenario.

Third party scenario does not require delivery and pgi as the goods are delivered to customer directly from vendor. Also the billing is order related.
