In R3 report RVV05IVB exists, anyway be careful I wrote it before you said it was a proforma invoice.
Anyway, start checking the billing status of the two items on the delivery.
Have they the same status?
Which status do they have?

Using VBUP, I changed billing relevance to "C" in IBS (Intercompany billing) but report RVV05IVB does not exist. I tried to create billing using VF01, and it says:
