I have done a test with item category, billing relevance = D (relevant for pro forma).

In VL03N, item level, Tab Processing, field "Billing Doc." = NOT relevant for billing

I cannot create bill (for F2), Log "item not relevant for billing"

I can create a bill for F8 (Proforma) with both line items.

Thus change in VOV7, billing relevance to A. And test.
