Speak to your BASIS consultant. If that's unsuccessful then use MV45AFZZ and through an error if they are not authorised.

How to give authorization to edit "Sales Document" field in VA42 - Billing Plan section. Is there any object or subroutine for that.
User have authorization to change all line items.
