I'm confused... are people saying that a condition type with calculation type B - Fixed - actually is variable based on the quantity?

I'm sure I've had this working at an old client many years ago... in the middle fo a go live here so no time to check..

Hi,
I am trying to create a condition type for FIXED freight amount to be charged in sales orders.
The problem is that if the delivery quantity changes, the value of freight also changes accordingly while billing.
How can it remain fixed for whatever is the delivery quantity.
For example, if in sales order of 100 pieces, my freight amount is 80. If i ship 60 pieces then freight must remain 80.
