Please let us know the exact navigation for locating the text id . Fields like addresses
and comments can definitely be validated using exits ....I would like to see system behavior for text objects ....please put this issue along with navigation on sap-abap ,
I am sure many developers might benefit from this case .

PS : Typewriter there would be no issue with clarity of message , it depends more on our semantic skills then programming skills .

Maybe an option -

"link" a field e.g. "Relevant for agency business" (Tab Sales area data, Sales) with your Text ID. Linking meaning if your mandatory Text ID is populated, then field "Relevant for agency business" shall have value "Y". If your mandatory Text ID is not populated, then field "Relevant for agency business" shall have value blank.

In Account group have field "Relevant for agency business" as Required entry.

So, if Text ID is not filled, then field "Relevant for agency business" shall be blank; the user can NOT complete the creation of the customer master rec; unless he fills in the Text ID.

Drawbacks -
For "linking" some coding required.
User may not get a clear message from system, to know that Text ID has to be filled. Maybe here too coding can help.
