Your point is -
In case there is inadequate stock, as normal process, block the creation of delivery (numbers). But if needed, a delivery could be made (one-off + flexibility in system).

With the help of experts, I have tested this, it works!

In the normal process - (NO Dlv number created)
1. with Schedule line category configuration & OVZ9 & Availability check in MMR, the confirmed quantity is SO can be made 0.
2. with Dlv item category configuration, 0VLP - it can be setup that the dlv number shall not be created.

In the "one-off" process - (Dlv number created)
1. in the sales order, the user has to change the item catgeory. Basically with this item cat. the Schedule line is deactivated for availability check.
2. in Dlv also new item category (automatically coming from changed item category of SO), therefore dlv number can be created.

With configuration, it can be made possible to block the creation of a delivery number for a Delivery type (as already setup by SAP, OVZ9). But I donot think (know) if creation of the "one-off" delivery is possible.

A possible way could be to change the delivery item category in the delivery which allows the creation of delivery number. Thus, if user wants to make an exception delivery, then he changes the item category in the delivery & makes the dlv.
But I cannot do it because it is greyed out.

Experts advice is welcome
