You should try running tcode CO09 with checking rule = B to understand why the delivery doesn't see any availability. From there, you can look at the underlying configuration via "Scope of Check". If your order has the storage location or batch populated, then the ATP check will be done for those specific values.

You need to make the material Available To Promise ( ATP) your MRP and Sales requirements need to be in sync no matter how much stock you have.

Go to your sales order and on the Sales tab at the bottom there are a number of small icons
one is red and green box scales with a clock and the other is red and green box scales with glasses
click the one with the clock and SELECT THE RELEVANT CRITERIA ON THE ATP screen
click "One Time Delivery" then you should go back to the sales order save it and you should be able to cut your delivery
