In the real world - many times - the requirements or the requests by business / company w.r.t. SAP development is NOT very clear.
A functional consultant has to "extract" the accurate information and note it in a clear manner in the functional specification.
Thus requesting for "relevance" is OK. But at the same time, we (functional consultants) have to help by posing questions, suggestions, etc. so that the query is clear. This shall help the members answering and the member posing the question.
To expect 100% clarity is not always a realistic expectation.
