If you just need to prevent sales orders (restrict ... Logistics) then you can remove the assignment of the plant to the sales area. Then you can't enter a sales order for that plant.

Out of 150 Plants we want to restrict transactions (Logistics) for 54 Plants.
At auth level we can remove the plants from the user Role.
There will be more then 500 Roles and removing auth will be a tedious job altogether.

Can anybody guide me to solve the issue?
